The Illinois Department of Healthcare and Family Services (HFS) recently announced changes to the Illinois Cares Rx (ICRx) program that went into effect on September 1, 2011. Beneficiaries who are affected should have received a letter from HFS explaining the changes and whether or not they are still eligible to receive assistance through ICRx.

Due to continual budget cuts, the ICRx program was authorized to continue, but only at 50 percent funding of previous levels. This funding cut has led HFS to decide to continue paying monthly premiums to maintain Medicare Part D prescription drug coverage, but increase individual co-pays for prescriptions. Also, the eligible income limit has been reduced to 200 percent of the Federal Poverty Level of $21,780 for an individual.

Although the ICRx program changes may affect your ability to afford prescriptions, there are still other options available to help you with prescription costs. Below is more information on two programs that can help to alleviate the burden of prescription costs for your family.

Medicare Part D Extra Help is a subsidy for low-income beneficiaries that lowers co-payments and premiums for Medicare Part D enrollees. You can apply for Extra Help under the Social Security Administration at www.ssa.gov/prescriptionhelp/.

Senior Health Assistance Program (SHAP) network members are available to assist beneficiaries by counseling on health care and changes to ICRx. To find a list of SHAP sites please visit http://www.state.il.us/aging/1directory/directory-main.htm#rx-help.

More information on discounted prescriptions can be found at www.rxassist.org or visit www.cbrx.il.gov for more information regarding changes to ICRx.
